From my (limited) knowledge of cyrillic-based languages, "Либревил" is to be pronounced something like "Libriévil" while "Либървил" is more "Libr'Vil" Given that the "e" letter is not skipped in that case, in French (so, "LibrEvil'"), I think that "Либревил" could be better. OTOH, there is maybe something official on Bulgarian govt resources.
