Bug#502430: The Argentinian DST Soap Opera continues
In a political move to silence the "rebels", the central government has now
taken the decision of who will apply DST and who won't.

Thus, the provinces that won't apply DST are:
Catamarca, La Rioja, Mendoza, Salta, San Juan, San Luis, La Pampa, Neuquén,
Río Negro, Chubut, Santa Cruz, Tierra del Fuego.
In the end, there's no need to split Catamarca and Comodoro Rivadavia
(although they don't make any sense together) nor to create a new local
time for Salta (they can use any of the neighbouring provinces, as they
are probably doing now), the same goes for La Pampa, Neuquén and Río Negro
who also don't have their own entries.
The zones affected are:

America/Argentina/San_Juan
America/Argentina/Jujuy
America/Argentina/Catamarca
America/Argentina/Mendoza
America/Argentina/San_Luis
America/Argentina/Rio_Gallegos
