Bug#502430: Update on who's who.



Argentina's Government sucks, specially regarding doing things in a planned
way.  In any case, here's an update on who's applying DST and who isn't.
It's a re-cap of where we stand right now.

Provinces that have confirmed that WON'T adhere to DST:

So, the current doubts are about La Rioja, which is very likely to not
adhere, and the South of Patagonia (Chubut, Santa Cruz, Tierra del Fuego),
which are very likely to adhere.

Given the circumstances, I'd like to have a fixed package tomorrow, taking
the ones that are certain and including La Rioja (all the newspapers
mention it among the "rebels" even if it hasn't yet confirmed), even if
upstream doesn't release.
