tools like adduser non-functional after a system is provisioned using debootstrap.

First of all it's only a warning. Then it's because you explicitely
require a specific locale with LC_* variables.
perl works correctly without locales installed with LC_ALL=C and LANG=C
(or unset). There is no bug, closing it.
