Bug#428884: bashism in init script fails to start nscd

That is okay, as mksh only offers to be used as /bin/sh via debconf
in the package currently in unstable, and the other Korn shells don't
seem to do it. On the etch system the bug appeared because I symlinked
/bin/sh there from hand, I just fixed it from hand too.
Thanks for fixing!
