If you install too many locales by mistake
(perhaps thinking "just in case") and later want
to remove some to save disk space, running
'dpkg-reconfigure locales' and de-selecting them
won't do it.  You have to manually run 'rm -rf
/usr/share/locale/*' and 'locale-gen' afterwards.

No, /usr/share/locale/* files are not generated by locale-gen, you
just removed all files from the locales package.
