Yes.  Nowadays /etc/locale.alias does not make sense.  

I'm sorry not to reflect your work.  However, I seconded that it
should be removed as you suggested.  I retitled your report and merge
those bugs.  I'll remove /etc/locale.alias and
/usr/share/locale/locale.alias after sarge.
