Bug#321719: libc6: locale -a returns values even if locales package is not installed

Package: libc6
Version: 2.3.2.ds1-22
Severity: normal

Hi,

$ locale -a
locale: Cannot set LC_CTYPE to default locale: No such file or directory
C
POSIX
de_DE
de_DE.iso88591
de_DE.iso885915@euro
de_DE.utf8
de_DE@euro
deutsch
german
$ dpkg --list locales
Desired=Unknown/Install/Remove/Purge/Hold
| Status=Not/Installed/Config-files/Unpacked/Failed-config/Half-installed
|/ Err?=(none)/Hold/Reinst-required/X=both-problems (Status,Err: uppercase=bad)
||/ Name           Version        Description
+++-==============-==============-============================================
pn locales <none> (no description available)
[57/555]mh@lefler[chroot sid-clamav-getfiles]:~$

Since the man page says that -a writes the names of _available_
locales, and no locales are available without the locales package. So,
locale should notice this.

This was the case in previous versions, and is not that way any more.

Greetings
Marc
