Result:
Upgrade of nscd fails because it is unable to stop nscd, or because nscd
is not running. This has occurred on 3 different systems.
Repro:
Install nscd 2.3.2.ds1-13.
then upgrade to:
nscd 2.3.2.ds1-13
Expected Result:
Should install new nscd even if nscd is not running.
Even if it is not able to stop nscd?

Fix:
?? Better stop/start nscd script for nscd?
starting nscd and then redoing the upgrade works correctly.

The nscd package contains a new initscript that fixes the reported bug. 
I just tried upgrading from the woody version of nscd and there was no
problem even if nscd wasn't running.
