Bug#257840: locales: Please add the eu_FR locale

No problem.

My question is intended that we need to clear the file license because
this localedata is not debian specific, and I would like to put it
into upstream.  Christian, I may talk you with your submitted locales
for moving them to upstream.

I've put this file in the cvs, 2.3.2.ds1-14.  Thanks.
