Bug#256708: locales: Locales hosed

I wish I knew why all of a sudden locale prints the errors below.
It was working earlier today.
I tried to fix it with by :
sudo dpkg-reconfigure locales
No such luck. I even tried a different locale setting.
This bug is blocking my use of subversion.
