That's the intent, but it's been several months now and I haven't
gotten around to it.  Is that something that you can do easily?
Every change in gnulib mktime.c should be migrated to glibc.

If this is not easy for you to do (e.g., you don't have glibc checkin
privileges), then please don't bother; I'll get to it eventually.
