Ah, The reason which other locales are not generated is we use "set
-e" in /usr/sbin/locale-gen.  It's set by user's request.

One idea to fix is unsetting POSIXLY_CORRECT in locale-gen.  It's
workaround, but works fine for you.  I've added it.
