Bug#201752: Configuring the locales package doesn't work properly.

Configuring locales doesn't work as expected.  Upon completion of 
the configure process, the selected values are not
written to locale.gen.

I upgrade recently from testing to unstable. I was also using debconf
to manage locale.gen before. But it seems that the new package postinst
does its checks differently. In my case, it refuses to write
the selected values to the file. I overwrote the locale.gen
with the locale.gen.dpkg-dist which was present and try to
reconfigure again. The same behaviour occured.

After checking the postinst script, I saw that removing
the locale.gen will make the package write the Debconf values.
