Bug#190785: locales: int_curr_symbol still a problem (2.3.1-17)

I recently tried to update package locales to versions 2.3.1-16 / 2.3.1-17
from 2.3.1-5 and found that the age-old message "LC_MONETARY: value of field
`int_curr_symbol' does not correspond to a valid name in ISO 4217" was
generated but that the package installation would __abort__ immediately
following the first occurence, thereby preventing installation of the
package until /etc/locale.gen was modified (or similar).

Affected locales; ar_SD ISO-8859-6 / es_EC ISO-8859-1 / sr_YU ISO-8859-2 /
sr_YU@cyrillic ISO-8859-5.

Please modify your instalation script such that one locale abort does not
prevent others from being successfully created.
