Bug#168703: libc6: Build-Depends on dpkg (>= 1.10.8) but testing only has 1.10.4

apt-build does not compile libc6 on my testing, because it can't get
dpkg 1.10.8 . But when I change the Build-Depends line manually, it 
doesn't cause any packaging problems. So, I guess there could just be
dpkg 1.10.4 in the Build-Dependency section.
