This program is a proprietary program from kaspersky.
It is named checkurl and it's name tells what it does.
It is a small piece of a bigger anti-virus well known tool.
I join it to this mail.
You can start it this manner :
./checkurl -u=ftp://updates3.kaspersky-labs.com/updates/ -t=5 -d
Here's it's usage :
KAV Connection tester v 0.0.1
---------------------------
USAGE: checkurl {-u={hostname|URL}|-f=URLs list -r=report file}
[-p=port] [-t=timeout] [-d]
Options:
-u={hostname|URL} - host name or URL for connection test.
-f=URLs list - file with URLs list for connection test. Used
with -r option.
-r=report file - report file for the best URL from URLs list.
-p=port - port for all testing URLs.
-t=timeout - connect timeout(default timeout - 20 sec).
-d - print diagnostic information(recommended)
-e - default language
