Bug#164523: locales: Doesn't automatically generate locales after apt-get

After installing with apt-get, I was asked which locales I wanted to
generate, but I noticed that /etc/locales.gen stayed empty apart from
the comments, and I don't think the locales (en_GB ISO-8859-1 and
en_GB.UTF-8 UTF-8) got generated. This was corrected by manually running
dpkg-reconfigure locales.
In case it's relevant, I ran apt-get via sudo instead of using su or
logging in as root.
