Bug#156386: locales: After installation of woody no locales have been generated

I've encountered this bug on two machines today.

I installed `language-env', which in turn installed `locales'.  The
debconf screens for `locales' popped up and I've selected those
localed I wanted.  Then `locale-gen' was started but didn't do
anything: No locales were generated.

I started `locale-gen' from the console: It didn't do anything.
Looking at `/etc/locale.gen' I found that the file was empty except
for some comments and no locales were listed there (so that's why
`locale-gen' didn't do anything).

Then I ran `dpkg-reconfigure locales' and selected my locales again
(the previously selected locales were not there any more).  This time
they were saved correctly and the `locale-gen' generated the locales.

It seems like the selections made with debconf are discarded when you
install `locales' for the very first time.  When you try again,
everything works fine.
