Bug#163829: libc6-dev: Missing man page for strtoll and strtoull

There are no man pages for the strtoll or strtoull functions provided
in stdlib.h.  They could easily be added to the existing man pages for
the related strtol and strtoul functions.

Although the man pages are missing, documentation is available in the
GNU libc info pages.
