can now set Depends in glibc-cvs

    Now that binutils 2.13.90.0.4-1 has arrived in sid, it is safe to
add the Depends on binutils(>=2.13.90.0.4) to the debian/control file
for the upcoming glibc 2.2.5-15. I wouldn't make that Depends arch
specific because other arches may be effected as they have to add in
libgcc-compat code and run into the same binutils bug that was fixed
in binutils 2.13.90.0.4.
