Bug#156473: locale de_DE@euro broken/missing

It is not possible so set the de_DE@euro locale referring to it in that
way. One has to use de_DE.ISO-8859-15@euro, but that isn't recognized
by many applications! "de_AT@euro", "en_IE@euro" work as expected.

In the following xterm is one example from many:

$ export LC_ALL=de_DE@euro
$ xterm
Warning: locale not supported by C library, locale unchanged

$ export LC_ALL=de_DE.ISO-8859-15@euro
$ xterm
Warning: locale not supported by Xlib, locale set to C

(Consequence: No accented characters in freeamp, gnomecard and others!
But de_DE.ISO-8859-15@euro is at the moment the only de_DE locale
which provides the ¤ sign in the KDE konsole.)

Of course I have "de_DE@euro ISO-8859-15" in my locale.gen and have
run locale-gen.
