Bug#57729: libc6: fgets() doesn't work properly on socket

I am creating a TCP socket connection in the regular fashion, then using
fdopen(fd, "r") to create a read-only file pointer for the socket.
The aim of this is to get line-buffered input from the socket.
So I am calling fgets() repreatedly on the socket.  This doesn't work
properly as when under heavy load I get partial lines returned.

If the fgets() library call is not supposed to be used on a socket then the
man page should say so (it doesn't).  So this operation should work.
