Bug#61853: libc6: MST7MDT timezone does not handle daylight savings time

The timezone MST7MDT does not function correctly for daylight savings time.
Note that other SystemV timezones may also be incorrect. At least EST5EDT
has been reported by one other user on the debian-user mailing list as not
correctly functioning.
