Bug#61154: libc6: Why must programs linked with libdb.so.3 require libdb2?

The shlibs file of libc6 lists that libdb.so.3's is in libdb2.
But libdb2 just contains libdb2.so.2, and libdb.so.3 is contained
in libc6 instead.

So why must programs linked with libdb.so.3 require libdb2?  I
cannot get the rationale of it from any /usr/doc/libc6 documentation.
Can you describe it if it is necessary?
