First, there was absolutely no need for a severity grave ! This bug if it
exists would cause no major problem (data loss and so on). Please justifiy
the severity of the bug since bugs > important will be listed as release
critical...
And now I have the latest potato and I don't have your problem :

lrwxrwxrwx 1 root root 15 Sep 26 21:32 /usr/lib/libdb.so -> /lib/libdb.so.3
~@k6$ ls -la /lib/libdb.so.3
lrwxrwxrwx 1 root root 14 Sep 26 21:32 /lib/libdb.so.3 -> libdb-2.1.2.so
~@k6$ ls -la /lib/libdb-2.1.2.so
-rw-r--r-- 1 root root 237732 Sep 24 22:53 /lib/libdb-2.1.2.so
~@k6$ dpkg -S /usr/lib/libndbm.so
libc6-dev: /usr/lib/libndbm.so
There is no /lib/libndbm.so and no /lib/libndbm-2.1.2.so ... those files
don't exist in Debian potato at all :
~@k6$ zgrep /lib/libndbm.so /ftp/debian/dists/potato/Contents-i386.gz
./usr/lib/libndbm.so devel/libc6-dev
usr/i486-linuxlibc1/lib/libndbm.so oldlibs/libgdbm1-altdev
Can you give us the result of those commands :
$ dpkg -S /lib/libndbm.so
$ dpkg -l '*db*' | grep ^ii
$ dpkg -l libc6-dev
