The French message text for localedef -V appears to claim that the
program is free-beer-free (`gratuit') rather than free-speech-free
(`libre'):

Ce logiciel est gratuit; voir les sources pour les conditions de

Certainly the translation of the GPL at

`libre' to `gratuit'.
