Bug#52136: gratuit vs libre in French messages for localedef

The French message text for localedef -V appears to claim that the
program is free-beer-free (`gratuit') rather than free-speech-free
(`libre'):

Copyright  Free Software Foundation, Inc.
Ce logiciel est gratuit; voir les sources pour les conditions de
reproduction. AUCUNE garantie n'est donnee; tant pour des raisons
COMMERCIALES que pour REPONDRE A UN BESOIN PARTICULIER.

Certainly the translation of the GPL at
http://www.linux-france.org/article/these/gpl.html seems to prefer
`libre' to `gratuit'.
