Bug#36949: marked as done (timezones: Setting the timezone to nothing with tzconfig mangles /etc/localtime!)

I ran tzconfig but replied just "return" to the timezone and said "no" to
the final question about "is this correct" (I meant "2" but wrote "no").

After that /etc/localtime contained a *recursive copy* of /usr/share/zoneinfo!

Subsequent runs of tzconfig did not work but instead make /etc/localtime/localtime a symbolic link to /etc/localtime (!).

This would not happen if tzconfig checked that the file linked to is a plain
file and not a directory.
