Bug#35844: libc6: Must stop and start nscd when moving db files for group/password info

The latest libc6 changed the location of the database files for password and
group information. It seems that nscd had cached this or the contents of
/etc/nsswitch.conf, so I couldn't run "chgrp" successfully until I had
stopped and re-started nscd.
I think that the libc6 postinst should check for a running nscd and offer to
restart it.
