Libc6 is missing the function "tell".

To quote "C: The Complete Reference" by Herbert Schildt:

  The function "tell()" is part of the UNIX-like I/O system and is not
  defined by the ANSI standard.

Though it is not ANSI, it is traditional unix and thus should be available.
It did exist in libc5 even though it was not prototyped in any header file.
