When the timezone is set to US/Central, strftime with the %Z format
character shows "EST" instead of "CST" for dates when daylight savings time
is in effect.  However, correctly shows CDT for dates during daylight
savings time.

This problem only occurs with US/Central and the files that are linked to it
(e.g. America/Chicago); it does not occur with SystemV/CST6CDT.

(Filed against timezones since this is likely to be a zoneinfo file problem)
