This question makes little sense. The dependencies should be satisfied
by any reasonably recent Debian release.
But you should only be using Debian stable for production systems.
The next Debian stable release will most likely include MapServer 7.6.2
as it is scheduled for release before the freeze in preparation of the
bullseye release.
MapServer 8 will be released afterwards, and assuming no problematic new
dependencies are introduced, it will be backported to bullseye like it
has been for the few stable releases.
