is it ok to submit packages in the Debian GIS Team that use the
newer debhelper-compat-syntax like this commit would do?
> debian/compat deleted 100644 → 0

> - Build-Depends: debhelper (>= 10~),
> + Build-Depends: debhelper-compat (= 10),
And include a specific rule for root access or not:
> Rules-Requires-Root: no
(hopefully).
Do we want to change our policy and package template in this regards?
