Debhelper compat level 10
lintian now reports package-uses-deprecated-debhelper-compat-version
warnings for compat level 9 which we use for most packages because
that's supported in Ubuntu xenial (debhelper 10 is only available in
backports).
The plan was to switch to compat level 10 when xenial goes EOL in April
2021, but debhelper & lintian developments in Debian have changed this.
The packages maintained within the team will be updated to for compat
level 10, which means that UbuntuGIS backports for xenial will need to
have the backports repo enabled.
