You can use pbuilder which creates a chroot for you.

I think the best way to start working with packages in the Debian GIS
team is

    http://pkg-grass.alioth.debian.org/policy 

In the end it should boil down to

    gbp-clone http://anonscm.debian.org/gitweb/?p=pkg-grass/otb.git
    cd otb
    git-buildpackage
    sudo dpkg -i build-area/*.deb

but you should probably understand this a bit more deeply.
