The practice of declaring an internal API is very common to allow issuing
strict dependency on library that breaks at every new upstram release.
About that, a check should be done to ensure that current qgis 2.x package
use the saga substvar to enforce strict dependency IFF it links libsaga,
something I still did not check for the new version.
The substvar could also be used by packages that provide third parties
saga modules.
