Point releases instead of major changes at every new release would help.
I'm not sure if Qgis is in a status that would allow some kind of
stabilization, but we experienced long time for testing migration
in the past for Qgis: restarting almost from scratch
packaging (or at least deeply revising) at every new upstream
release does not help.
Dedicating one devel to follow Qgis package issues and backporting
changes from the devel tree to fix random issues is not something
DebianGis could do currently.
