On the basis of the current status of AGG development, I think the only 
viable solution is embedding 2.4 within mapserver. A better possibility
is issuing 2.4 as a separate package, possibly as a shared lib.
Note that agg uses largely C++ template, so it could be exposed to
quite frequent ABI breakages from time to time as shlib...
