I'm indeed preparing a josm package. Thanks for contacting me.
The package is more or less ready which means that all dependencies are
already
packaged and the major blocker, the dependency on MinML2 which license is
incompatible
with GPL, has been resolved upstream. There is still some work to do,
though. 

I'm preparing the josm package under the umbrella of the Debian GIS Team
and you are of course
welcome to help (Cc'ing pkg-grass-general for that reason).

You can checkout the current work from the svn repo:
svn co svn://svn.debian.org/svn/pkg-grass/packages/josm/trunk josm
I'm also working on a josm-plugins package, but did not upload yet.
