[DebianGIS] Grass add-ons

I think it would be a good idea adding a grass-contrib package with
the whole set of known add-ons. In order to do that I will need
to create a debian-specific grass tarball with a suitable contrib directory.
Some add-ons are scripts, but other stuff could/would require the whole
source tree in order to work, this is the main reason to change
the orig tarball.
As already said in the past, currently Grass -dev package is not
sufficient in general in order to build independent modules.
