On the debian-gis version, unstable already has an up-to-date 1.3.1 version,
that was quite old issue for debian. On the Ubuntu side, well the distro is
in freezing, isn't it? AFAIK the whole GIS stuff is in universe, I would not
expect Ubuntu people care too much about that.
Universe can be notoriusly broken, those packages are not considered first-class ones.
