[DebianGIS] mapserver 4.6.1 update

I have modified the mapserver 4.6.1 package to create
a php5-mapscript binary inaddition to the
php4-mapscript binary.  I would like some one to
review my implementation. I can send sources upon
request.

I compiled mapserver using the a new GDAL 1.3.1
package that should I be allowed to upload shortly.  I
am eager for others to begin testing these packages. 

This was a great week for DebianGIS... lets keep the
collaboration rollin.
