dupload them to the DebianGIS archive as version
gdal_1.3.1-0.dgis.unstable.1. See:

Once gdal 1.2.6 migrates to testing[1] you can ask for a sponsor(a
Debian Developer) on this list to upload the package to unstable/main
for you.
