Geographical datasets, escpecially raster or dtm data, can be huge. I
don't think it is something that should be distributed via the debian
mirror network.

An option could be to have installer packages, which download the
datasets directly from the main location. Ideally, the installer would
wrap the data into a new, local deb, for ease of updates, removal or
local distribution. Something like this is already done for some
non-free, undistributable stuff, IIRC. All these installer packages
should have a common interface, or maybe one installer for all known
datasets.

Since upstream locations or file formats might change at any time, these
kind of installer packages probably fit right in with the current
volatile discussion on debian-devel.
