This is the error one gets when including cp/cp-tree.h:
/usr/lib/x86_64-linux-gnu/gcc/x86_64-linux-gnu/4.6.1/plugin/include/cp/cp-tree.h:43:31: fatal error: c-family/c-common.h: No such file or directory

c-common.h is in /usr/lib/x86_64-linux-gnu/gcc/x86_64-linux-gnu/4.6.1/plugin/include, not in c-family.
