the package is there and it is called libgcj-bc. See dh_nativejava how to build binary code for jar files. As long as packages are built against libgcj-bc, there is no need to depend against the "right" version of gcj/gij.
If you think the current setup is not working, please provide a reduced test case which shows the need of what you do propose.
