Bug#149002: gcc-3.1: Dangling symlink in /usr(/share)/doc/gcc-3.1

Policy states that symlinks within a top-level directory should be relative,
and in general this is a good idea.

I don't understand why this symlink needs to exist at all, since it is
actually easier to access the documentation in the info directory than in
the current directory (info gcc-3.1.1 vs. info --file=gcc-3.1.1.info.gz).
