do you really need 2.95.2, and not 2.95.3?

- start with the gcc-2.95 packaging.

- modify the packaging to include the subminor version in the package names.

- take the patches from the 2.95.[23] packages. Probably you need to
  include a glibc-2.2 compatibility patch.

- probably you'll need another shared libray name for the libstdc++
  library (and libobjc), it's the same as for the 2.95.4 packages.

just curious, why you want to build this package ...
