Yes, it has: dselect is the program that marks almost all packages - 
including essential packages such as dpkg and tar - as "deinstall".

The problem is that libc6 2.1.2-12 conflicts with libc6-bin and now dselect
has to decide how to resolve this conflict. Instead of removing libc6-bin and
packages that depend on libc6-bin (w3m, netscape-base-4) dselect decides to
keep libc6-bin and remove libc6 and all packages that depend on libc6.

That's exactly the same behavior as described in #37592, just substitute
libtricks with libc6-bin.

Do you really think this is the correct behavior? IMHO deselct should never
automatically deinstall an essential package.
