I may be wrong, but it looks like ttf-xfree86-nonfree* and
t1-xfree86-nonfree replaces xfonts-scalable-nonfree, but
xfonts-scalable-nonfree still exists as a "real" package.
(But is no longer supplied at all in sid)

xfonts-scalable-nonfree needs to be turned into a "pseudeo-package" that
requires ttf-xfree86-nonfree, ttf-xfree86k-nonfree-syriac, and
t1-xfree86-nonfree to help users properly upgrade non-sid/older sid
installations.

 xfonts- is xfonts- package, separated from fonts- (ttf-)
 package.

 No upgrade failure with current stable/testing, so I'll close this bug.
